Very often, yes. A fast connection coming into the building doesn’t automatically mean a fast network once it’s inside - an overloaded Wi-Fi access point, ageing switches or unsegmented traffic can all produce symptoms that look exactly like a slow internet connection, even when the connection itself is fine.
Networks rarely fail dramatically - they degrade quietly as a business grows past what the original setup was designed for. Recurring small issues (slow transfers, occasional dropped calls, devices needing regular restarts) are usually the sign, even when each individual issue seems too minor to raise.
